Abstract

The application of ethics in public services has not gone as expected. The weakness of the system supported by the lack of quality and quantity of human resources is a factor that hinders the achievement of high public service performance. In addition, the moral and ethical violations that occur pose several dilemmas. There is a great hope to realize professional and accountable public services, but on the other hand, moral and ethical problems are problems that are not easy to overcome. For this reason, ethics must always be considered in every stage of public service. If every apparatus implements ethics in public service, then the organization will achieve high performance. Therefore, ethics as one of the important elements in public services must continue to be developed to meet the expectations of the community.
